2013-2014: Provided legislative advisement and consulting services for Webb County as it related to the Eagle Ford Shale impact and development.

Interim Executive Management

February 2009 to July 2009; September 2010 to August 2012: Executive management for Bethany House of Laredo (non-profit organization).
November 2007 to August 2008: Acting Executive Directorship for Laredo Housing Authority, overseeing the administration of 990 units of public housing and over 1200 units of Section 8 Housing Choice Vouchers in Laredo, Texas.

Asset Management and Owner Representation

2008-2009: Conducting feasibility study for private developer involving future rental housing development in South Laredo, TX.

Section 8 Housing Choice Voucher Program

Interim administrator of program from June 2003 to November 2004
specifically in place to improve regulatory performance within a 12-month period. Successfully restructured department, implemented organizational changes, and attained performance standards using the Balanced Scorecard Business Method.
Prepared utility allowance study 2003, successful Inflationary Factor Funding Adjustment Application and SEMAP Annual reviews in 2004, 2005, and 2006.
Negotiated with two small housing authorities and the U.S. Department of HUD for the effective transfer of Public Housing and Section 8 Housing Choice Voucher Programs to the mid-size housing authority.
In 2002, effectively transitioned a HUD Project-based property with 104 units in Laredo, Texas, into the Section 8 Tenant-Based Assistance Voucher Program.
In 2001, effectively converted 20 Section 8 Tenant-Based Vouchers into Project- Based Vouchers to assist Hamilton Housing, a low income housing tax
credit property serving the elderly population in Laredo, Texas.

Emergency Shelter and Transitional Housing

2007 -2009: Predevelopment and consulting work for Bethany House of Laredo “Center for Hope” Homeless Services Complex, $2.4 million project to be built in Laredo, Texas.

2005-2006: Construction Asset Manager/ Project Director for $1.2 million facility with 20-bed emergency shelter dormitory, 8 transitional housing units and multi-purpose resource center. The project was a 2007 finalist for the All-America City Award by the National Civic League.

Mortgage Product

In conjunction with the Fannie Mae Border Region Community Business Center, developed a lease mortgage business product to serve affordable housing
Homeownership programs.
